A new briefing document from a renowned nonpartisan research and policy institute has raised serious issues about the ethical and national security concerns connected to Democratic Representative Rashida Tlaib and her associations with individuals and groups linked to foreign terrorist entities. This report, published by the Institute for the Study of Global Antisemitism and Policy’s advocacy arm, suggests that Tlaib’s actions and affiliations could undermine the ethical and institutional integrity of the U.S. government.
The report outlines what it describes as a recurring pattern of behavior, indicating an ideological sympathy for radical movements. Concerns highlighted include her participation in events featuring convicted terrorists and her campaign funds being directed to activists associated with Hamas and networks aligned with the Popular Front for the Liberation of Palestine. For instance, the document notes that between 2020 and 2025, nearly $600,000 from her campaign was paid to Unbought Power, a consulting firm led by Rasha Mubarak.
Mubarak has faced scrutiny for previous associations with the Council on American-Islamic Relations (CAIR), an unindicted co-conspirator in a 2009 terror-funding case, and the Alliance for Global Justice (AFGJ), investigated for ties to PFLP-linked group Samidoun.
The briefing further claims that Tlaib has been involved in events with questionable figures, including a conference alongside Wisam Rafeedie, a convicted PFLP operative who described the October 7th Hamas attack as “resistance.” Through public endorsements and collaborations, Tlaib is said to have engaged with groups maintaining operational or ideological ties to terrorist organizations.
Rep. Tlaib has previously faced accusations related to promoting narratives supportive of hostile foreign actors. The U.S. House of Representatives has censured her twice; once in November 2023, concerning purported misinformation about the Oct. 7 Hamas attacks, and again in 2025 following her participation in the “People’s Conference for Palestine,” where speakers allegedly downplayed the activities of convicted Hamas financiers.
The ISGAP Action briefing also critiques Tlaib for using what it describes as antisemitic language, referencing an event in August 2021 where she alluded to entities “behind the curtain” profiting from “racism” from “Gaza to Detroit.”
Beyond raising alarms, the report recommends specific actions be taken to address these concerns. It calls for a formal Congressional probe into Tlaib’s actions, including her public statements and participating in events celebrating convicted terrorists. It also urges the Department of Justice’s National Security Division to review any potential violations of the prohibition on providing material support to designated foreign terrorist organizations, as stipulated in U.S. law.
Furthermore, the briefing suggests that the Federal Election Commission should conduct a detailed audit of Tlaib’s campaign finances to trace the origins of donations from individuals linked to terror networks.
The briefing concludes with the assertion that Tlaib’s activities exemplify how extremist ideologies might infiltrate mainstream democratic institutions, warning that unchecked actions could legitimize hate.
Last year’s report from ISGAP Action touched on a broader theme, alleging a campaign by the Muslim Brotherhood to “transform Western society from within” and stating that congresswomen like Tlaib and Ilhan Omar have taken stances that align with Brotherhood perspectives on varied international issues.
