Incident Raises Concerns Over Supervision at Albany Care

A 44-year-old woman with a history of schizophrenia and bipolar disorder was admitted to Albany Care in Evanston in 2023. Despite seeking care for her safety, she was raped by another resident after being left unattended. This incident led to a lawsuit accusing Albany Care of negligence. The woman went to a hospital where testing confirmed the assault. The accused faces charges of home invasion and aggravated criminal sexual assault.

Frequent 911 Calls Highlight Ongoing Issues

This assault was not an isolated case. From 2020 to May 2025, Albany Care was the subject of 657 911 calls. These included reports of a man with a gun, multiple drug overdoses, disorderly conduct, and other crimes. A stabbing incident and the deaths of several residents added to the facility’s troubled history.

Revocation of License Amid Allegations

Due to these issues, the Illinois Department of Public Health has revoked Albany Care’s license. The facility, home to about 170 people with mental health challenges, remains open during the appeal process. Facility managers assert they are complying with health and safety mandates, claiming they provide a refuge for many residents. Some residents express concern about losing their home.

Impact on the Evanston Community

Almost 1,500 residents signed a petition for an investigation into Albany Care and a halt on new admissions until findings are released, the city stated. The city has also filed a lawsuit labeling the facility a public nuisance due to the high volume of emergency calls.

Facility Location and Neighborhood Tensions

The seven-story building’s proximity to a residential area has created tension. Neighbors report frequent disturbances including break-ins, drug use, and verbal assaults. Long-time resident and attorney, Joan Lebow, described the facility as unsafe.

Challenges for Facilities Like Albany Care

Albany Care aims to support adults with severe mental illness, promoting independence while ensuring safety. However, maintaining oversight and providing care remains challenging. Violations, such as failing to provide timely medical attention, have led to scrutiny and probationary measures.

Management and Legal Troubles

Facility management by S.I.R. Management has faced legal issues, with co-founders previously settling for fraud charges. Albany Care denies responsibility for adverse outcomes, emphasizing the challenges in managing such a facility.

Advocating for Improved Care and Resources

Albany Care’s Executive Director, Shayne Schumacher, highlights the need for better funding, particularly for Medicaid, to improve care quality. She argues that more investment could lead to significant improvements.

Government and Community Role

The Illinois Department of Healthcare and Family Services is offering relocation options should Albany Care close. Spokesman Matthew Mata stressed the importance of safe housing under state regulations.

The Path Forward for Albany Care and Evanston

Restoring Albany Care to its former standards is a priority. The facility needs to provide adequate treatment to prevent issues spilling into the neighborhood. Community leaders are confident residents can find alternative accommodations but warn of broader systemic issues, attributing problems to a profit-driven healthcare system.
