Reasons for Noel’s Testimony

In 2019, Noel faced charges for falsifying inmate count records on Epstein’s final night. She had previously testified for the Department of Justice inspector general. Her testimony revealed that she believed she was the last to see Epstein alive and was present when his body was discovered.

Federal investigators accused Noel and her colleague, Michael Thomas, of falsifying log entries to show checks were completed on the night Epstein died. These checks were mandatory every 30 minutes in the Special Housing Unit where Epstein was held. Investigators found no checks were conducted overnight. Noel disputed this, claiming she completed many checks and performed tasks like restocking supplies and distributing meals.

Both guards were charged with sleeping and browsing the internet before Epstein was found. They avoided jail time by agreeing to a plea deal, community service, and cooperation with the investigation. Noel denied sleeping but admitted to using the internet without knowing if it was authorized.

Noel reported her only interaction with Epstein on August 9 was routine. She had instructed him to wait in the shower cell until other inmates left and later assisted with his CPAP machine, which she noted was unusually permitted for Epstein due to policy exceptions.
