St. Thomas and St. John in the U.S. Virgin Islands experienced a total blackout early Sunday, marking the second outage in a single weekend. This incident underscores the frequent power outages that the territory faces. The Virgin Islands Water and Power Authority attributed these outages to a loss of generation at a power facility. Despite restorative efforts following a Saturday evening blackout, another outage occurred soon after.
The two islands hold a combined population of over 46,000 residents. As power failures become routine, public dissatisfaction has risen. Many residents have turned to social media to demand immediate governmental intervention on the electricity issue.
Governor Albert Bryan Jr. promised to address these power issues, allocating $100 million in federal funding to the utility over the years. However, the Virgin Islands Water and Power Authority continues to struggle. An April report to legislators identified various causes for the outages, including storms, equipment shortages, weak generation capacity, equipment failures, and prolonged maintenance deferrals.
Significant portions of the territory’s petroleum-fueled generating units are outdated, being over a quarter-century old as per the U.S. Energy Information Administration. Additionally, the devastation from Hurricanes Irma and Maria in 2017 left up to 90% of the territory’s transmission and distribution systems damaged or destroyed.
The utility agency plans to implement temporary generation solutions and add battery energy storage at a key power plant in the coming months. This effort aims to lessen the frequency of blackouts. Currently, renewable energy sources account for only about 3% of the territory’s power generation capacity.
The cost of electricity remains high. In 2024, the average price per kilowatt hour stood at approximately 33 cents, significantly higher than the U.S. average of 16 cents, according to the U.S. energy agency.
