An open letter from Ukrainian President Volodymyr Zelenskyy to Russian President Vladimir Putin highlights attempts at resolving the war.

Zelenskyy proposed meeting Putin to discuss solutions for the years-long conflict. He emphasized that the United States’ focus on Iran should not delay efforts to address the war in Europe. Zelenskyy expressed Ukraine’s readiness for direct engagement with Russia, proposing potential hosts for such a meeting, including Switzerland, Türkiye, and countries within the Arab world. He stressed the importance of leaders resolving key issues.

Zelenskyy also proposed involving Europe and the U.S. in the peace process, stating that their involvement could help shape a new security architecture. He underscored Ukraine’s need for security guarantees, as well as Russia’s pursuit of its own.

“Since the war is taking place in Europe, and since Ukraine needs security guarantees, while you also seek security guarantees for yourself, it would be logical to involve those who can genuinely serve as guarantors,” he said.

The Ukrainian President indicated Ukraine’s willingness for a ceasefire during negotiations, describing it as a standard practice rooted in recent developments around Iran. He suggested that establishing a real ceasefire would facilitate sincere dialogue.

Furthermore, Zelenskyy proposed a prisoner swap between Ukraine and Russia to serve as a catalyst for peace negotiations. “Ukraine is ready for an all-for-all exchange of prisoners of war,” he noted.

Zelenskyy warned Putin about the historical patterns of change in Russia when the nation grows weary of conflict. He stated Ukraine’s commitment to fight for its existence, supported by allies, and highlighted the challenges Putin would face for his own survival.
