Russian Elite Torn Between West and Internal Focus

In the early days of President Trump’s second term, hopes were high among the Russian elite. Many believed the new administration would reset relations with Russia, shifting focus away from Ukraine and opening channels for business deals.

More than 16 months later, tangible progress between the sides remains limited, with a hockey match between unidentified Russian and American players set for July 1 in Moscow being a rare collaborative endeavor. The match announcement came at President Vladimir V. Putin’s annual economic conference in St. Petersburg.

Since the 2022 invasion of Ukraine, Russia has leveraged the economic forum to showcase its resilience against Western sanctions. It aims to emphasize a shift toward self-reliance and building stronger ties with Middle Eastern and Asian nations.

Yet, Russia continues to extend a hand to some Americans. Despite ongoing U.S. sanctions, Moscow’s attempts to revive business ties with the Trump administration have not succeeded.

This situation highlights a division within Russia. On one side, hawkish security forces remain skeptical of the West, while technocratic elites favor improving relations between Washington and Moscow.

A session at this year’s economic forum emphasized Russian-American cultural ties and featured Rodney Mims Cook Jr., the first U.S. official to attend since 2018. As the chairman of the Commission of Fine Arts, Cook’s advisory role to the White House includes projects like the ballroom expansion and a proposed triumphal arch in Washington.
