Cincinnati Public Schools Launch Safe Sleep Lot
In a pioneering effort to support families struggling with homelessness, Cincinnati Public Schools has opened the first Safe Sleep Lot operated by a school district in the United States. This initiative is part of a broader strategy to provide immediate, legal, and safe overnight parking options for individuals and families living in their vehicles.
Purpose and Functionality
Safe Sleep Lots are designated areas where homeless individuals can park overnight without the threat of eviction from commercial or private lots. These parking areas offer a temporary haven as families work towards securing permanent housing solutions.
Addressing Rising Homelessness
Rebeka Beach, the manager of Project Connect, noted an increase in the number of homeless students since the Covid pandemic. Factors contributing to this rise include the growing gap between wages and affordable housing in Ohio.
We came up with the idea for a Safe Sleep Lot after talking with parents who were losing their jobs because they were exhausted from trying to stay awake and watch their children at night. Others told us their children didn’t want to go to school because they didn’t have clean clothes.
Program Goals and Services
The Safe Sleep Lot aims to reduce shelter wait times and provide essential supplies like clothing, shoes, and backpacks through its modular facilities. Families using the lot begin the shelter verification process within 24 hours.
Upon verification by outreach workers, they gain access to case management services. This pipeline connects them to a full network of supports available only through shelters.
About 9% of Cincinnati Public Schools students experience homelessness, a figure increasing to 13% when considering charter school students.
This lot is a bridge. It is a bridge to emergency housing, shelter placement, and long-term stability.
Inspiration from California
The Cincinnati initiative drew inspiration from various safe parking programs in California. Dr. Mike Muñoz of Long Beach City College assisted in launching the college’s program, responding to significant housing insecurity among students exacerbated by the pandemic.
College surveys revealed that approximately 70 students slept in cars to access Wi-Fi for coursework. Muñoz emphasized the importance of data in driving action and shared his own experiences with housing insecurity.
Data is only as meaningful as what you do with it. I wanted to be bold, and I also drew from my own lived experience. I struggled with housing insecurity as a young adult.
Ongoing Efforts and Expansion
As the Safe Sleep Lot continues to operate, Cincinnati Public Schools plans future expansions. These include adding a pergola to offer a shared space for families.
When children can sleep safely and come to school ready to learn, we are not just meeting basic needs. We are changing the trajectory of their lives.
