Groundbreaking Ceremony Launches Construction of Permanent Casino in Waukegan

Casino Construction Begins in Waukegan

The construction of a permanent American Place Casino has commenced in Waukegan, following a groundbreaking event on Wednesday. Officials have pledged the creation of hundreds of jobs, new revenue avenues, and a revitalization of the city.

Features of the New Facility

Slated to open in 2028, the casino will span 200,000 square feet. It will host 1,300 slot machines, 80 gaming tables, and three full-service restaurants and bars. Jeff Babinski, Vice President of American Place, shared these details during the ceremony.

Temporary Casino Operations

The Temporary casino measures 100,000 square feet and includes 905 slot machines and 43 gaming tables within a large white tent. Since February 2023, it has been operational for three years. The future permanent structure will be located on 42 acres east of the current tent.

Employment and Investment

The development promises employment opportunities for over 700 staff members. The existing temporary casino, alongside the forthcoming permanent structure, represents an investment nearing $500 million by Full House Resorts. Babinski noted that the tent and related infrastructure incurred costs of about $150 million, while the new casino will exceed $300 million.

Importance of the Project

Waukegan Mayor Sam Cunningham emphasized the significance of the American Place Casino, calling it among the city’s largest economic development undertakings. He articulated that the project will create 400 construction jobs and propel Waukegan to become an economic powerhouse for the region.

A Catalyst for Regional Growth

Cunningham expressed optimism that the casino will act as a catalyst for the city’s reconstruction, channeling crucial revenue and attracting future development. He noted that Northeast Lake County hasn’t matched the economic successes seen in the greater Chicago area.

Challenges Overcome

The development underwent a series of hurdles, including some from a lawsuit by the Forest County Potawatomi Community that caused delay. Originally, the Temporary casino was set to operate through August 2027. However, it received an extension while work on the permanent facility continues.

Decades of Effort

Mayor Cunningham remarked that this development took over 30 years to come to fruition, with the initial drive starting in 1992 and spanning numerous mayoral terms. “We maintained our vision and adhered to our motto, ‘City of Progress.’ Now, we’re focused on rebuilding,” he said.

Addressing Community Concerns

New casino developments can provoke community concerns, such as those related to gambling addiction. Cunningham acknowledged these concerns, highlighting that the community has existing support structures to address such challenges, reinforced by recent legislation. Senate Bill 2749, which passed in May, enhances the state’s Substance Use Disorder Act to include gambling disorder services.

Full House Resorts also operates casinos and hotels in Mississippi, Colorado, Indiana, and Nevada.
