Trilateral Talks in UAE Lead to Prisoner Exchange and Renewed Dialogue

Trilateral negotiations involving the United States, Ukraine, and Russia concluded on Thursday in the United Arab Emirates, resulting in an exchange of prisoners of war between Moscow and Kyiv. Moreover, the U.S. and Russia have agreed to reestablish high-level military-to-military dialogue, a step hailed as significant given the ongoing conflict in Ukraine.

Ukrainian President Volodymyr Zelenskyy had stated the day before that Kyiv anticipated a prisoner exchange with Russia to happen soon, following the initial dialogue phase in Abu Dhabi. This promise came to fruition when a detailed exchange involving 314 prisoners occurred, marking the first of its kind in five months.

The U.S. Peace Envoy, Steve Witkoff, shared on social media that the exchange was the outcome of dedicated and productive peace talks. The efforts aimed at ending the war in Ukraine are showing tangible outcomes through consistent diplomatic engagement, he noted.

The United States European Command (EUCOM) released a statement affirming that U.S. and Russian negotiators agreed to restart high-level military communications, which had been halted since 2021. “Maintaining military dialogue is a critical element for global stability and peace,” EUCOM stated, emphasizing how such communication channels promote transparency and de-escalation, thereby advancing lasting peace efforts.

Following the conclusion of the UAE meetings on Thursday, President Zelenskyy posted a video of the return of Ukrainian soldiers, emphasizing the importance of the exchange happening after a lengthy pause. Kyrylo Budanov, chief of Zelenskyy’s office, confirmed 157 Ukrainian prisoners were returned, many of whom had been detained since 2022.

The Russian prisoners were released into Belarus, a supporter of Moscow’s invasion efforts, and will undergo medical treatment and rehab in Russia, according to the Russian Defense Ministry.

The talks, which concluded at 4 p.m. local time in Abu Dhabi, saw participation from Ukrainian officials such as Rustem Umerov, and Andrii Hnatov, alongside their Russian counterparts, including Kiril Dmitriev and Igor Kostyukov. The U.S. delegation was led by Steve Witkoff and Jared Kushner.

Umerov highlighted that the discussions focused on practical solutions and significant steps towards peace. Dmitriev mentioned progress was being made, despite European opposition to the process. U.S. Secretary of State Marco Rubio urged patience, highlighting the novel engagement of military technical teams from Ukraine and Russia, alongside the U.S., in these peace talks.

Zelenskyy, stressing the need for a secure and enduring end to the war, reiterated that Russia needs to be prepared for peace, supported by secure commitments from partners, to prevent any potential future aggression from Moscow.

The negotiations also addressed contentious issues such as the control of Ukraine’s Eastern Donbas region and the Zaporizhzhia Nuclear Power Plant, both areas of strategic concern. Meanwhile, both nations continue sporadic exchange of missile and drone attacks, intensifying the urgency for a peaceful resolution.

Ukraine reported significant drone activity from Russia, with impacts in key regions including Kyiv, where drone strikes injured civilians. Russia reported shooting down Ukrainian drones as the military tensions remain high despite the diplomatic efforts.

In the technological theater of war, both sides continue to utilize satellite communications extensively, with recent disruptions reported in unauthorized terminals used by Russian forces, following requests from Kyiv to producer SpaceX.
