As Memorial Day weekend nears, sunny forecasts are likely to draw Southern Californians to local beaches. However, researchers caution about unsanitary water conditions at some sites. For the fifth year, the area around the Santa Monica Pier features on the list of California’s dirtiest beaches, as reported by environmental nonprofit Heal the Bay. Their annual Beach Report Card assesses fecal pollution levels from Baja California to Washington.
Fecal pollution poses health risks with potential to cause rashes, ear infections, respiratory issues, and gastrointestinal illness from even a single exposure. Heal the Bay’s Chief Executive, Tracy Quinn, emphasizes the importance of addressing water quality as a pressing public health concern in a statement.
In the report covering 2025 to 2026, Heal the Bay monitored 490 beaches. The ten dirtiest beaches also included sites in San Mateo, San Diego, and Humboldt counties. Despite recent efforts to upgrade stormwater systems and deter birds, the Santa Monica Pier remains the only Los Angeles County beach on the list.
A decline in the effectiveness of bird-deterring netting has contributed to persistent pollution issues. Santa Monica officials have invested heavily in water quality improvements and cite infrastructure success along many miles of coastal beaches, excluding the pier area. Shannon Parry, the city’s Chief Sustainability Officer, highlights the challenge of persistent contamination near the pier, which spans 100 yards north and south.
Santa Monica City and Heal the Bay have launched a task force to investigate the causes of the continued pollution. This task force includes officials, scientists, businesses, and community members. They are analyzing two decades of bacteria data to understand contamination trends and causes better.
The report notes increased bacteria levels since 2020, reaching up to 20 times safe thresholds. Heal the Bay researchers will run microbial source testing with the Southern California Coastal Water Research Project. This method uses DNA to trace specific pollution sources, whether human, avian, or canine.
The city examines how water circulation around the pier, affected by the breakwater, might influence pollution. Last fall, researchers introduced a nontoxic pink dye into the waters around the pier to study this effect, and they are analyzing data.
For visitors, Parry recommends enjoying the high-quality water at beaches located 100 yards north and south of the pier.

Of the 490 monitored beaches, 21 earned a place on Heal the Bay’s “honor roll,” down from 62 last year. The decline is attributed to higher-than-average seasonal rainfall which has impacted Southern California’s representation on the list. Northern and Central California often lack year-round water quality monitoring, influencing these figures.

- Cardiff State Beach, Seaside State Park (San Diego County)
The honor roll includes 11 beaches in San Diego County, 8 in Orange County, and one each in Los Angeles and Santa Barbara counties.
