Recently unsealed court affidavits reveal detailed plans for an alleged attack on a UFC event at the White House. Investigators claim that a group of men orchestrated a multiphase plan involving drones, sniper positions, and crowd manipulation. The filings describe the intricate plot targeting politicians and other ‘high-value targets’ attending the event in Washington, D.C.
Coordinated Attack Plan
The prosecutors have provided maps, screenshots of encrypted group chats, and photographs of firearms and tactical equipment. This evidence illustrates the alleged plan’s complexity. One map shows proposed sniper and drone positions around the White House. Handwritten notes instruct group members to ‘position your teams in the purple dots’ and identify an ‘easy out into the river.’
The group allegedly intended to stage a demonstration on the White House’s north side. Simultaneously, drones loaded with explosives would detonate above the UFC arena, causing crowds and designated high-value targets to evacuate south, where men armed with long rifles awaited them.
Identified Targets
Named targets included Tennessee Senator Marsha Blackburn, West Virginia Senators Jim Justice and Shelley Moore Capito, and Representatives Carol Miller and Riley Moore. The affidavit for Tycen Proper, a 19-year-old from Ohio, outlines these targets and notes their financial ties to ‘pro-Israel PACs.’
Suspects and Motivations
Proper and four other suspects—Bryan Omar Roa, Michael Alan Thomas, Daniel Eskridge, and Abraham Alvarez—interacted online through a group described as ex-military and Christian. Proper’s mother informed the FBI of her son’s activities. The group expressed ultra-religious and anti-government sentiments, citing grievances about government corruption, water use by data centers, and other actions.
FBI Special Agent Christopher S. Betts reported interviewing Proper on June 11. Two days later, Eskridge was arrested at his Missouri home. Alvarez, identified as a group leader, was arrested in Nebraska. Roa and Thomas were both arrested in California.
The Network Behind the Plot
Investigators gleaned much information from devices owned by Proper. His family alerted authorities due to concerns about his behavior and weapon stockpiling. Proper joined a network initially connecting through TikTok before shifting to encrypted messaging on Signal and SimpleX. The primary chat group consisted of 19 individuals, with smaller groups for various roles and locations.
Members shared equipment images and discussed attack plans, including potential escape routes.
Tactical Training and Equipment
Proper identified Roa and Thomas to FBI agents, who then tracked them online. They found images of Roa conducting tactical shooting exercises in the desert. Messages indicated Thomas considered this training for guerrilla warfare.
The evidence includes maps, screenshots of encrypted chats, and photographs of weapons allegedly for use in the operation. Annotated maps refer to ‘counter sniper and drones,’ suggesting specific locations for teams and escape routes after the attack.
Reconnaissance and mission-planning discussions were visible in other screenshots. One image highlights Washington waterways and islands and includes annotations saying, ‘These are all roads’ and ‘They will pick you up here,’ indicating plans for extraction after the alleged attack. Photographs show rifles, ammunition, body armor, and tactical equipment seized during the investigation.
Current Status and Legal Proceedings
The five suspects face various federal charges related to the alleged plot. Proper has been charged with conspiracy to commit an offense against the United States, attempted murder of a federal officer or employee, and firearm-related crimes. Thomas, Roa, and Eskridge face conspiracy to commit murder charges, while Alvarez faces conspiracy charges.
If convicted, several charges carry potential life sentences and additional mandatory time for firearm offenses.
